As specified in the definition box, a "undergraduate" program is one that lasts 3 - 4 year and is one where you expect to obtain a degree from an Australian University. All universities in Australia accept international students into a undergraduate degree, and a program that the student is allowed to choose their courses in.
What you need to do is to first figure out what you want to study. North American programs (listed a little farther down the page) offer help deciding what to study as one of services. If you decide you do not what to go through them, a helpful site is Studylink offered by IDP Education Australia. Through this site, a listing of universities will be produced by you searching on what exactly you want to study.
